School Board Moves Forward with Enrollment and School Capacity Planning

School Board Moves Forward with Enrollment and School Capacity Planning

What You Need to Know

  • The Board approved the Superintendent’s recommendation to move forward with community engagement and additional analyses of enrollment and school capacity.
  • The next phase will focus on Bayside schools, middle school access for Bayside families, and future capacity planning at Orion Alternative School and other small schools.
  • No changes to schools or programs were approved. Community input and further analysis will take place before potential recommendations return to the Board.

The Redwood City School District (RCSD) Board of Trustees has approved the next phase of planning for how the district can best use its schools and facilities as enrollment changes in the years ahead. Maximizing our use of facilities, ensuring fiscal responsibility, and providing strengthened student support and student programs are at the heart of this process. The Board approval took place during the September 23, 2026 public Board meeting.

The action followed Superintendent Dr. Christian J. Rubalcaba’s presentation of the 2026–27 Annual Enrollment and Capacity Review, which provides a yearly look at the number of students attending RCSD schools and the space available across the district. This year’s review identified several areas where additional study and community input can help guide future planning.

As of August 26, 2006, the 10th day of school, 6,199 students were enrolled in RCSD for the 2026-27 school year. Enrollment is projected to be approximately 5,302 students by 2033–34, giving the district an opportunity to plan ahead for how facilities and resources can best serve students.

The review also showed that enrollment and available space vary considerably from school to school.

On the Bayside, Garfield, Hoover, and Taft schools have room to serve more students. Hoover also plays a unique role because it is currently the only Bayside school offering middle school grades. The district will take a closer look at these schools as well as options for equitable middle school access for Bayside families.

Orion Alternative School in the Mt. Carmel neighborhood presents a different picture. The school currently serves 618 students in its Parent Co-Op and Mandarin Immersion programs. The next phase will look at how available space can support both programs into the future.

With the Board’s approval, district staff will develop a timeline for the next phase of work. Families, staff, and community members will have opportunities to participate as the district studies the data and considers possible options. The district plans for the process to be data-informed, community-informed, transparent, and focused on educational opportunity.

No changes to schools or programs were approved as part of the Annual Enrollment and Capacity Review. Potential options and recommendations will come before the Board following additional analysis and community engagement.

Why This Matters

Enrollment patterns affect more than the number of students on a campus. They help shape how RCSD plans educational programs, staffing, student services, facilities, and other resources. Starting the conversation now gives the district and community time to look ahead together and consider how RCSD can make the best use of its facilities and resources to support students in the years to come.

Strategic Organizational Alignment

The Annual Enrollment and Capacity Review supports RCSD’s long-term planning for schools, programs, facilities, and resources. The Board’s action begins the next phase of analysis and community engagement, with future recommendations returning to the Board for consideration.
