RCSD Addresses National Teacher Shortage by Going International


In an innovative and strategic move to address the national teacher shortage, Redwood City School District (RCSD) has expanded its efforts internationally, partnering with global organizations to attract educators from around the world. Additionally, the district has developed strategic partnerships with local universities to “grow its own”.

These initiatives have successfully filled some of the industry’s most challenging vacancies, including special education, bilingual education, middle school mathematics and science, and paraprofessional roles.

Partnerships with Global Organizations:

At a recent Board meeting, RCSD recognized the significant contributions of its international staff, who have traveled great distances to work with RCSD students.

Deputy Superintendent Wendy Kelly praised the international educators, stating:

“We have been thrilled with the support, humility, belief in our students, and work ethic of our international team members.”

The international recruitment effort was driven by several factors, including a decline in higher education student enrollment in teacher preparation programs and the high cost of living in the Bay Area. By partnering with global organizations, RCSD was able to attract 62 new staff members from countries such as China, Colombia, the Dominican Republic, Mexico, the Philippines, South Africa, Spain, and Zimbabwe.

The district’s long-standing relationship with Spain for its award-winning Spanish Immersion Program has paved the way for broader international partnerships. This year, RCSD welcomed eight teachers and one paraeducator from Spain, contributing to the diversity and excellence of its educational offerings.

Partnerships with Local Universities:

RCSD has also strengthened its local partnerships to address specific educational needs. Collaborating with San José State University and San Francisco State University, the district has been able to hire teachers for its Bilingual and Spanish and Mandarin Immersion programs, ensuring that students receive high-quality, culturally relevant instruction.

Furthermore, RCSD’s partnership with the Alder Graduate School of Education has focused on developing a “grow your own” approach to cultivate special education teachers from within the community. These strategic alliances not only help fill critical teaching positions in middle school and special education, but also promote long-term stability and diversity within the district’s workforce.

RCSD’s commitment to equity and a diverse workforce is evident in these efforts. By closing the educator gap and fostering a supportive environment for its international staff, RCSD ensures that all students receive the quality education they deserve. The contributions of international staff have been invaluable, bringing new perspectives and dedication to the district.
