As the 2024-25 school year approaches, Redwood City School District (RCSD) has set its Local Control and Accountability Plan (LCAP) for 2024-25, outlining a comprehensive strategy to enhance student outcomes across its diverse community. The RCSD Board of Trustees approved the LCAP during its regularly scheduled meeting on June 26 after holding a public hearing on June 20.

Mandated by California’s Local Control Funding Formula (LCFF), the LCAP serves as a roadmap for allocating resources towards fostering educational equity and meeting the unique needs of each student.

Budget Allocation and Focus Areas:

RCSD’s LCAP earmarks substantial funds towards three primary grant categories: Base, Supplemental, and Concentration grants. These allocations are designed to support core educational programs and provide targeted interventions for English learners, foster youth, and low-income students.

Base Grant: 

These funds support core educational programs and services that benefit all students, including salaries for teachers and staff, instructional materials, and operational costs.

Supplemental Grant: 

Targeted funds are allocated to support programs and services for students identified as English learners, foster youth, and low-income students. This may include additional academic support, tutoring, and enrichment programs.

Concentration Grant: 

Additional funds are provided when a district has a high proportion of English learners, foster youth, and low-income students. These funds are used to implement more intensive support and intervention programs to address the unique challenges faced by these student groups.

“As the school district continues to move towards pre-pandemic funding levels as one-time funds come to an end, the 2024-25 LCAP reflects our commitment to leveraging state funding effectively and prioritizing the needs of individual students,” explains Superintendent Dr. John Baker.

Strategic Goals for 2024-25 to 2027:

The 2024-25 LCAP introduces goals aimed at elevating student achievement and fostering a supportive learning environment:

Goal 1: Enhancing Social-Emotional Support:

By June 2027, RCSD aims to implement the Multi-Tiered Systems of Support (MTSS) framework district-wide, ensuring every student receives tailored social-emotional support. Specific targets include reducing chronic absenteeism across all student groups and enhancing overall attendance rates.

Goal 2: Academic Progress for English Learners:

To help English Learners (ELs) improve academically, RCSD aimed for 55% of EL students in grades 2-8 to advance at least one level on the English Language Proficiency Assessments for California (ELPAC) each year. The plan also focuses on increasing the number of EL students who achieve full English proficiency and reducing the number of Long Term English Learners (LTELs) who have been in the program for over five years without significant progress.

Goal 3: Improving Proficiency in ELA and Math:

RCSD aims for all students to achieve annual growth in English Language Arts (ELA) and Mathematics, with a focus on increasing proficiency levels among ELs on statewide assessments.

To achieve these goals, RCSD has outlined several strategies and services under each objective. However, the district must also balance these efforts with fiscal responsibility, as some services have been reduced due to the expiration of one-time funds. This careful balancing act is essential to maintaining progress while managing budget constraints. The updated goals aim to address areas that were not met in the previous cycle, ensuring continuous improvement and equity.

Highlights from Previous LCAP Goals (2020-21 to 2024):

Reflecting on the progress made under the previous LCAP, RCSD has reported several significant outcomes and areas for improvement:

Goal 1: Enhancing Instruction and Support:

By June of 2024, every RCSD student will receive high-quality, grade-level instruction and appropriate social-emotional supports designed to meet their needs in an inclusive and supportive environment through the implementation of the MTSS framework.

Highlights:

  • Chronic absenteeism was reduced from 24.7% to 18.9% between 2022 and 2023, though the goal of 5% was not met.
  • The attendance rate increased from 92% to 93.7%, with an ultimate target of 97% remaining unmet.
  • Suspension rates dropped from 3.2% to 1.7% overall, though the goal of 1% was not reached.

The Panorama Survey results for grades 3-5 and 6-8 showed mixed outcomes, with several key metrics such as school belonging and teacher-student relationships showing slight declines or remaining static.

Goal 2: Progress for English Learners:

To help English Learners (ELs) improve academically, RCSD aimed for 55% of EL students in grades 2-8 to advance at least one level on the English Language Proficiency Assessments for California (ELPAC) each year. The plan also focuses on increasing the number of EL students who achieve full English proficiency and reducing the number of Long Term English Learners (LTELs) who have been in the program for over five years without significant progress.

  • RCSD provided extra curriculum and training specifically designed for EL students.
  • Financial support was made available to ensure that all students could participate in the necessary programs.
  • 28 eighth-grade students received Biliteracy Recognition, and 169 students were reclassified as proficient in English.

Goal 3: Growth in English Language Arts and Mathematics:

By June 2024, RCSD aimed for every student to make at least one year’s progress in English Language Arts (ELA) and Math for each year they are enrolled in the district. For students who are more than one year behind grade level, the goal is to make 1.5 years of progress annually to help them catch up and close the learning gap.

  • Implementing the BPST (Basic Phonics Skills Test) Assessment for early literacy.
  • Using the Heggerty Foundational Skills Curriculum in K-2 and 3rd-grade bilingual classes.
  • Introducing Illustrative Math for a more comprehensive understanding of mathematics.
  • Providing Special Education staff with professional development and new curriculum resources.Introducing programs such as SIPPS (Systematic Instruction in Phonological Awareness, Phonics, and Sight Words) and Read 180 to support foundational reading skills.

Community Engagement and Fiscal Responsibility:

The development of RCSD’s 2024-25 LCAP involved extensive collaboration with stakeholders, including students, parents, and staff. This inclusive process ensured that the plan reflects local priorities and data-driven insights.

The LCAP outlines a projected budget of $10,272,560 in LCFF supplemental and concentration funds for 2024-25, with a mandate to allocate 13.3% towards enhancing services for underserved student populations. This financial commitment highlights RCSD’s commitment to prioritizing student services during challenging financial times.
