Breaking Barriers, Building Futures: RCSD Honors 2025 Reclassified Students

For Redwood City School District (RCSD) students who recently reached English proficiency, the achievement isn’t just a milestone—it’s a gateway to new opportunities and a brighter future.

This school year, 276 students from all 12 district schools were celebrated at the 2025 Reclassification Ceremony, marking a transformative moment in their academic journeys. By achieving full English proficiency, these students are better equipped to excel in the classroom, pursue higher education, and embrace opportunities that come with bilingual skills.

Board President Mike Wells spoke to the students and their families in both English and Spanish:

“On behalf of the Redwood City School Board, I want to congratulate each of our students here tonight. Your hard work, perseverance, and dedication have brought you to this important milestone, and we are so proud of you. We also honor the families, teachers, and staff whose encouragement and support helped make this achievement possible. Tonight, we celebrate you—our students—and the bright futures you are building."

Reclassification signals that students who began their education as English Learners (ELs) have demonstrated English proficiency comparable to their native English-speaking peers.

Across RCSD, students speak more than 37 home languages, from Arabic to Vietnamese, highlighting the district’s rich cultural and linguistic diversity.

The ceremony celebrated each student’s dedication, resilience, and the support of families and teachers. Students proudly walked across the stage to receive their certificates, a symbolic moment of accomplishment and new possibilities.

Reclassification is a multi-step process that begins with the Home Language Survey and includes the English Language Proficiency Assessment for California (ELPAC), targeted instruction, and annual evaluations.

The 2025 ceremony highlighted the district’s commitment to fostering multilingual excellence and empowering students to reach their full potential. For these students, the milestone of reclassification is more than an achievement—it is a stepping stone to a future filled with opportunities, confidence, and lifelong success.

RCSD provides comprehensive programs in English Language Development (ELD) and language immersion in Spanish and Mandarin, ensuring students gain strong academic skills while maintaining and valuing their home languages.

Reclassification is an end goal of the District’s LCAP Goal Two of Improving Outcomes for English Learners, which aims to support students in making steady progress each year in listening, speaking, reading and writing in English.

Superintendent's Message: September 2025: Helping Our Students Attend and Achieve

Chronic absenteeism means missing 10% or more of school days, and it adds up quickly—even when the absences are excused. Doctor’s appointments, family celebrations, and vacations all matter, but if they happen during the school day, they still count toward a student being chronically absent and thus lost instructional time.

RCSD Governing Board Sets 2025-26 Budget Priorities

The School Board has approved a $151 million budget for the 2025–26 school year that invests in classroom instruction, student support, and competitive pay. With revenues near $149 million, the district will use savings from prior years, known as the ending fund balance, to maintain programs for 2025–26. As student enrollment keeps declining, RCSD plans to adjust services to match the reality of a smaller student population. Leaders say this careful planning will keep finances strong.
