Following HVAC Upgrades and Lighting Improvements, District Begins Facilities Plan Implementation Talks

Classrooms are getting cooler, lights are getting brighter, and schools are getting smarter. Redwood City School District (RCSD) is moving from planning to action with its 2025 Facilities Master Plan (FMP), bringing Measure S projects to life across the district.

During the October 16 Board Study Session, the Board of Trustees discussed three conceptual scenarios outlining possible approaches for implementing Measure S projects identified in the FMP. Each scenario reflects a different way to balance classroom expansion, modernization, and infrastructure improvements across schools. Collectively, these scenarios illustrate the range of options being considered to guide future Measure S investments.

Board members discussed how to balance districtwide needs with targeted investments that maximize student learning, operational efficiency, and community equity. They also emphasized aligning project priorities with long-term strategic planning to focus on schools that will operate for at least the next ten years.

Progress Already Underway

These implementation discussions build on earlier “quick-start” projects that are already underway. Following summer 2025 work at Adelante Selby, Hoover, Roosevelt, and Taft schools, Clifford, Kennedy, and Orion Alternative schools are set to receive permanent HVAC systems in summer 2026. More than 300 classrooms currently rely on temporary portable units, which will be replaced to provide climate-controlled learning environments. Meanwhile, districtwide LED lighting upgrades are already in progress, projected to reduce energy use by more than 50% and save over $200,000 annually.

Building the Future of RCSD schools

The Facilities Master Plan was the result of a year-long process involving site assessments, community and staff input, and review by the Board, all designed to align long-term facility investments with educational goals and equity considerations.

This work is funded by Measure S, approved by voters in 2022, which supports Phase II of the district’s School Modernization and Construction Program. Phase I of the program was funded by Measure T.

FMP implementation plan discussion will continue in 2026.

School Board Hears Audit Results: 2015 Measure T and 2022 Measure S Bond Funds

The performance audit revealed a positive assessment of the district's management, with no significant problems or disagreements identified. Spending on bond projects was found to align with what voters approved, ensuring accountability and transparency. Additionally, the audit confirmed that payroll and procurement procedures adhere to legal requirements, and no significant accounting issues or unreported financial problems were discovered. Overall, the audit concluded that the bond funds are well-managed and used appropriately.
