PROJECT UPDATES

Measure S Facilities Master Plan & Implementation Plan Update

At the June 11, 2025 Board Meeting, the Redwood City School District Board of Trustees approved the final draft of the Facilities Master Plan (FMP). This plan is the result of a year-long effort by the Facilities Master Planning Committee, which has been working closely with the District and community to create a long-term vision for updating and improving our schools.

Now that the plan has been approved, the next step is to put it into action. The Bond Program Team has been preparing a list of proposed projects and an Implementation Plan, which will be shared with the Board for review this October. This plan will help guide how and when school improvements move forward in the coming years.

 

District Wide LED Lighting and Controls Upgrade Project

At the November 20, 2024 Board Meeting, the Board of Trustees approved an Energy Services Agreement to upgrade lighting systems across the District. The project includes replacing all interior and exterior lights with energy-efficient LED fixtures, as well as adding modern lighting controls such as occupancy sensors, timers, and daylight harvesting to help reduce energy use and costs.

Construction began in April 2025, and we’re excited to share that work has already been completed at 10 out of 18 sites, which are already enjoying brighter, more efficient lighting. Adelante Selby School is currently underway. All work will be after the school day to not interrupt instruction.

These upgrades don’t just save energy—they also create brighter classrooms that support student learning and safer outdoor spaces for evening activities and community use.

The project is moving forward on schedule, and we expect all campuses to be completed by Spring 2026.

 

HVAC Upgrades Project

This summer, the Bond Program Team has been hard at work upgrading HVAC systems at Adelante Selby, Taft, Hoover, and Roosevelt. The project includes replacing units that are more than 20 years old, adding air conditioning to classrooms, and installing upgraded controls to improve energy efficiency and building management.

Work began in June as soon as summer break started, with the goal of providing air-conditioned classrooms by the first day of school. We’re happy to share that this goal was met—students and staff returned in August to comfortable, air-conditioned learning spaces.

Some final tasks, including testing and balancing (TAB), programming of controls continued into the school year. However, these activities created only minimal disruption to classroom instruction.

To ensure comfort across the District, temporary mobile air conditioning units were also installed at the other 12 school sites. These units will provide relief until permanent HVAC upgrades are made districtwide.

These improvements not only enhance comfort, but also support healthier learning environments and more efficient operations across our schools.

Thanks to local voter approval of Measure S in November 2022, RCSD is making major upgrades to schools, many of which are 50+ years old, to create safe, modern spaces for 21st-century learning.

Adelante Selby Spanish Immersion School is receiving lighting upgrades as part of Redwood City School District’s energy efficiency project. New energy-saving fixtures use motion and sound sensors, which may cause lights to adjust automatically throughout the day. These upgrades support reduced energy use across schools, and staff and families can help by following updated guidance on how the new lighting system works.

HVAC System

The Board of Trustees approved multiple initiatives aimed at improving climate control in local schools. These measures are part of ongoing efforts to optimize learning conditions for students across the district, a priority identified early last fall.

HVAC System

The first phase of installations will begin this summer at Adelante Selby, Hoover, Roosevelt, and Taft, as these schools require fewer structural and electrical modifications. The remaining campuses will receive upgrades in subsequent phases until every school is equipped with a modern HVAC system.

Audit Documents

The performance audit revealed a positive assessment of the district's management, with no significant problems or disagreements identified. Spending on bond projects was found to align with what voters approved, ensuring accountability and transparency. Additionally, the audit confirmed that payroll and procurement procedures adhere to legal requirements, and no significant accounting issues or unreported financial problems were discovered. Overall, the audit concluded that the bond funds are well-managed and used appropriately.
