Phase II: Measure S

The RCSD Board of Trustees has placed Measure S, a school improvement bond measure, on the November 2022 ballot. If approved by local voters, Measure S would generate approximately $298 million to complete projects such as:

  • Repair and upgrade science, technology, engineering, arts and math classrooms and labs
  • Bring all schools up to the same learning and safety standards
  • Provide dedicated classrooms for music, art and performing arts electives
  • Updating air conditioning, heating and filtration systems and providing sustainable emergency backups

Measure S: Local Funding to Address Phase II Improvements

Although we have come far, it was always known that our facilities needs exceeded the funding that the 2015 bond measure provided. There is still $400 million dollars of identified repair and update needs that remain. Dedicated funding is required to meet these needs and provide real world, hands-on science, technology, engineering, arts and math classroom instruction to all students in our District.

Fiscal Accountability and Local Control Required

  • All money raised by Measure S would be controlled locally and could not be taken away by the State
  • An independent Citizen Oversight Committee and annual audits would be required to ensure funds are spent as voters intended
  • A project list would detail the use of funds
  • None of the money raised by Measure S could be used for administrator or teacher salaries or pensions
  • The estimated cost for property owners would be limited to $24 per 100,000 of assessed (not market) value, or about 48 cents a day for the average homeowner
