September 23, 2021

Minutes of the Meeting

 

Location: Due to the COVID-19 and Shelter-in-Place order, Members of the Committee attended this meeting virtually via Zoom.

Present: Lori Bluvas, Michael Bolander, Jennifer Givens, Carl Landers, Karl Metz, Jeanne Panos, Jitpal Sahai and Rebecca Weekly

Michael Bolander arrived at 6:12 pm.

Absent: Felix Gonzalez

Others present: Priscilla Aquino-Dichoso, Olivia Acosta, Supt. John Baker, Ed.D., Trustee Janet Lawson, Trustee Mike Wells, Will Robertson and Erika Szallos

 

1.0    Call to Order

Meeting was called to order at 6:10 p.m.; quorum established.

2.0    Approval of September 23, 2021 Agenda

3.0    Public Comment

At this time members of the public may address the CBOC on any items of interest to the public that are within the subject matter jurisdiction of the CBOC. Speakers are requested to limit their remarks to three minutes. No Committee action can be taken.

4.0    Information/Discussion

4.1    Welcome New Members

a) Updated CBOC Membership, Position, Term and Representations

CBO Aquino-Dichoso shared the hand-out which showed the current CBOC Membership, Position, Term and Representations.  The RCSD Board approved the addition of two members. The committee is made up of nine members. CBO Aquino-Dichoso added that a member is allowed to serve three terms.   

b) Citizens’ Bond Oversight Committee Bylaws & Administrative Regulations (AR 1225)

CBO Aquino-Dichoso shared the Bylaws of the Citizens’ Bond Oversight Committee hand-out.

4.2       Progress Report on Bond Construction and Modernization Projects

Mr. Robertson shared the Measure T Bond Program Progress Tracking Matrix. The matrix shows both the in-progress and completed construction projects. Most projects are grayed out as the bond program is nearing to an end.

Mr. Landers asked if the end of the program is the end when the final project is completed. Mr. Robertson responded that that is the goal, however, there are remaining contingency funds in which the bond team is working with the district stakeholders to allocate to future priority projects. The bond team’s goal is to complete all small projects and to spend down all or most of the funds by the completion dates of Garfield and Orion projects.

Mr. Metz ask if the projects are on track to be completed on time. Mr. Dias responded that at the beginning, materials were purchased ahead of time and stored on sites.  The only negative impact the bond team has encountered is obtaining electronic supplies; overall the bond project has been under budget. Mr. Robertson added that at the beginning, the bond program was scheduled to be finished within 9 years. The bond team later planned to finish within five years.  However, with school closures, Covid-19, etc. the bond project completion is estimated to take six years.

Mr. Robertson shared a PowerPoint presentation which included various photos of current and completed projects.

4.3       Update on Total Revenues and Expenditures for Measure T Bond Program

a) FY 2021-2022 Current Year Budget

Ms. Szallos shared the Measure T Bond Fund Income and Expense Summary as of 2021-22 Adopted Budget. The estimated Fund 21 budget for fiscal year 2021-22 is $37.3 million. Proposition 39 – Fund 01 has been fully expended.

b) FY 2020-2021 Year End Report

Ms. Szallos shared Measure T 2020-21 Year-End Closing/Unaudited Actuals Report as of June 30, 2021, which showed a total program expenditures amount of $141,916,940. Ms. Szallos shared the Financial2000 supporting documents.

Ms. Szallos shared the Account-Ability Budget vs. Projections and Expenditures hand-outs, which showed a total budget of $214,230,172, which includes $141,916,940 in total expenditures and a remaining balance to be spent of $72,313,232, which includes the $4,000,000 board reserve/project contingency and $1,783,923 program contingency.

CBO Aquino-Dichoso explained that Fund 21 / Fund 25 documents are from the District Financial2000 system and the Account-Ability is the bond accounting system, both systems are reconciled.

4.4       Discussion regarding school site visits by the oversight committee

The committee will hold a committee meeting to visit a few school sites on Monday, October 11, 2021 at 1:00 pm.

4.5       Discuss future meeting dates

The next meetings will be held on October 11, 2021 at 1:00 pm and December 2, 2021 at 6:00 pm.
