November 19, 2020

Minutes of the Meeting

Location: Due to the COVID-19 and Shelter-in-Place order, Members of the Committee attended this meeting virtually via Zoom.

Present: Michael Bolander, Richard Delfs, Elizabeth Flegel, and Jeanne Panos

Absent: Lori Bluvas, Felix Gonzalez and Rebecca Weekly

Others present: Priscilla Aquino-Dichoso, Olivia Acosta, Supt. John Baker, Ed.D., Trustee Janet Lawson, Trustee Dennis McBride, Will Robertson and Erika Szallos

1.0    Call to Order

Meeting was called to order at 6:22 p.m.; quorum established.

2.0    Approval of November 19, 2020 Agenda

3.0    Public Comment

At this time members of the public may address the CBOC on any items of interest to the public that are within the subject matter jurisdiction of the CBOC. Speakers are requested to limit their remarks to three minutes. No Committee action can be taken.

4.0    Information/Discussion

4.1       Progress Report on Bond Construction and Modernization Projects

            Mr. Robertson shared the Measure T Bond Program Progress Tracking Matrix. The matrix shows both the in-progress and completed construction projects.

            Mr. Bolander asked which sites have the EV Charging units? Mr. Robertson responded that the EV charging units are located at Hoover, Clifford, Adelante Selby and Kennedy and the solar sites are Clifford, Roosevelt, Adelante Selby and District Office.

            Ms. Flegel asked if there were changes in construction on the leased sites? Mr. Robertson responded that the scope at each site was slightly adjusted and construction is complete at all four lease sites.

            Mr. Robertson shared a PowerPoint presentation which included various photos of current and completed projects.

            4.2       Update on Total Revenues and Expenditures for Measure T Bond Program

Ms. Szallos shared the Sources and Budgets Reports from Account-Ability. The total funding is $212,326,949, which includes general obligations bonds, interest earned until the first quarter, projections for the next three quarters is not included, PG&E rebate and projected e-rate reimbursement for fiscal year 2020-21, developer fees and Proposition 39.

4.3       2019-20 Year-End Reports

Ms. Szallos shared 2019-20 year-end reports. Ms. Szallos shared Measure T 2019-20 Year-End Closing/Unaudited Actuals Report as of June 30, 2020, which showed a total program expenditures amount of $37,711,916 and total expenditures of $70,533,137.

Ms. Szallos shared the Account-Ability Budget vs. Projections and Expenditures hand-outs, which showed a total budget of $212,326,949, which includes $70,246,187 in total expenditures and a remaining balance to be spent of $142,080,762.

4.4       Discuss future meeting dates

                       The next meetings will be held on March 18, 2021 and May 20, 2021.
