Minutes of the Meeting
Location: Due to the COVID-19 and Shelter-in-Place order, Members of the Committee attended this meeting virtually via Zoom.
Present: Lori Bluvas, Michael Bolander, Richard Delfs, Elizabeth Flegel, and Jeanne Panos
Absent: Felix Gonzalez and Rebecca Weekly
Others present: Olivia Acosta, Supt. John Baker, Ed.D., Don Dias, Trustee Janet Lawson, Trustee Dennis McBride and Will Robertson
1.0 Call to Order
Meeting was called to order at 6:04 p.m.; quorum established.
2.0 Approval of May 28, 2020 Agenda

3.0 Public Comment
At this time members of the public may address the CBOC on any items of interest to the public that are within the subject matter jurisdiction of the CBOC. Speakers are requested to limit their remarks to three minutes. No Committee action can be taken.
4.0 Information/Discussion
4.1 RCSD Board Approval - CBOC Membership, Term and Representation
The Committee was shared a list of current seven members, term and representation. Two members’ terms end on June 30, 2021 and five members’ terms end on June 30, 2022.
4.2 Progress Report on Bond Construction and Modernization Projects
Mr. Robertson shared a PowerPoint presentation which included of photos. Mr. Robertson shared both the in-progress and completed construction projects. Mr. Dias explained that additional safety precautions are in being taken due COVID-19.
4.3 Update on Total Revenues and Expenditures for Measure T Bond Program
Ms. Szallos shared Account-Ability Expenditure Report as of April 30, 2020. the Sources and Budgets Report. Ms. Szallos added that as of April 30, 2020, the total budget is $211,149,106, and total spent is $52,926,587. There is total of $155,657,750 remaining, which is a total of 25% of total budget spent. Mr. Dias added that in fiscal year 2020-21 the funds will begin to be spent at a much quicker rate; approximately $80-90 million.
4.4 Year-to-Date Expenditure Report – FY 2019-20 (as of April 30, 2020)
Ms. Szallos shared year-to-date expenditure report for fiscal year 2019-20, as of April 30, 2020. The hand-out shows the breakdown of expenditures by funds 21, 01, and 25. Measure T (Fund 21) total expenditures is $48,196,656, Proposition 39 (Fund 01) total expenditures is $2,054,930 and Impact Fees (Fund 25) total expenditures is $2,675,000.
4.5 Discuss future meeting dates
The next meeting will be held on August 27, 2020 at 6:00 pm.
