1.0 Call to Order
Meeting was called to order at 6:04 p.m.; quorum established.
2.0 Approval of November 21, 2019 Agenda

3.0 Public Comment
At this time members of the public may address the CBOC on any items of interest to the public that are within the subject matter jurisdiction of the CBOC. Speakers are requested to limit their remarks to three minutes. No Committee action can be taken.
4.0 Information/Discussion
4.1 Discussion Regarding Cloud-based Data Storage and Member Access
Chair and Vice-Chair will have access to the cloud-based data storage that the District Technology Department will create that will be used specifically for CBOC documents. Examples of the documents stored would be handouts distributed during meetings and documents used to create the CBOC Annual Report. These documents are public documents that could be found in the District website.
4.2 Discussion Regarding School Site Visits by CBOC Members
The Committee scheduled a special committee meeting to visit the school construction sites on Thursday, April 30, 2020 from 5:00 p.m. – 8:00 p.m. Meet at Kennedy Bond Office at 5:00 p.m.
4.3 Bond Program Update/Progress Report
Mr. Robertson shared a slideshow of photos which showed in progress and completed construction projects.
Mr. Robertson shared the RCSD Measure T Bond Program Project Progress Tracking Matrix. Mr. Robertson said that as soon as a project is approved by the Division of State Architect (DSA), the goal is to begin the bidding process.
4.4 Review/Discussion of 2015 Measure T Fund Financial Report and Performance Audit Report for the Year Ended June 30, 2019
CBO Aquino-Dichoso shared the 2015 Measure T Fund Financial Report and Performance Audit Report for the Year Ended June 30, 2019 completed by the District’s independent auditor, EideBailly, LLP. The report shows no audit findings.
4.5 Discussion Regarding Member Withdrawal from CBOC
Due to the withdrawal of one member from the committee, the CBOC committee now consists of seven members. CBO Aquino-Dichoso said that per the Resolution to Establish a Citizens’ Oversight Committee for Bond, the minimum CBOC requirement is seven. CBO Aquino-Dichoso shared the handout Education Code Section 15282, in regards to the citizen’s oversight committee membership, term and mandatory representation. The committee discussed the representations and concluded that all mandatory representations are met. CBO Aquino-Dichoso explained that per Ed Code 15282, the committee member shall serve for a minimum of two years and for no more than three consecutive terms. Committee members serving one-year terms, their term will expire June 30, 2021. Committee members serving two-year terms, their terms will expire June 20, 2022. CBO Aquino-Dichoso said that the Bond Committee would continue until all bond expenditures are spent. Ms. Panos added that it would be a year after all the expenditures are spent in order for the committee to submit their annual report to the Board.
The District Administration will recommend for approval from the Board that the CBOC membership shall consist of seven members.

May 28, 2020 – 6:00 p.m. at District Office
