April 21, 2022
Minutes of the Meeting
Location: Members of the Committee attended in-person at the District Office and virtually via Zoom.

1.0 Call to Order
Meeting was called to order at 6:03 p.m.; quorum established.
2.0 Approval of April 21, 2022 Agenda

3.0 Public Comment
At this time members of the public may address the CBOC on any items of interest to the public that are within the subject matter jurisdiction of the CBOC. Speakers are requested to limit their remarks to three minutes. No Committee action can be taken.
4.0 Information/Discussion
4.1 Information on the Financial and Performance Audits, 2015 Measure T Fund,
June 30, 2021
CBO Aquino-Dichoso said that there were no audit findings in the Measure T Fund audit report as of June 30, 2021 and results of the audit showing it was a clean audit could be found on page 18 of the report.
CBO Aquino-Dichoso said that the audit due date was extended due to Covid-19 and the Measure T Audit Report ending June 30, 2022 may be due at normal due date in December 15, 2022.
Mr. Landers asked if the final Measure T meeting is projected to end in March, 2024? CBO Aquino responded yes.
4.2 Progress Report on Bond Construction and Modernization Projects
Mr. Robertson shared the Bond Program Construction Progress Photo Update.
Mr. Robertson showed the progress photos for Garfield, and added that the rear parking has been sent out to bid, which will add around 50 parking spaces at the back of the campus for staff and parent parking.
Mr. Robertson showed Taft’s progress photos and added that it is nearing completion.
Mr. Robertson showed photo of the Electric Vehicle (EV) Bus Charters from the 601 James Avenue Facilities Yard. He added that the District received a grant from the California Energy Commission, which was around $2.5 million dollars for EV buses and charging infrastructure.
Mr. Robertson shared the Hoover progress photo of the outdoor classroom, which is an ADA compliant outdoor classroom named Husky Hill.
4.3 Discussion of District’s Plan on Spending the Reserves
Mr. Robertson said there is currently about $3.3-3.4 million remaining in the board reserved, there will be a discussion on how to spend it after the three big projects (at Taft, Garfield and John Gill) are complete.
4.4 Update on Total Revenues and Expenditures for Measure T Bond Program
a) Update on Total Revenues and Expenditures for Measure T Bond
Program
Ms. Szallos shared the Sources and Budgets Report handout which shows the total budget as of April 1, 2022, approved at the April 6, 2022 Special Board meeting.
Mr. Robertson explained that when the overall project is under budget then the unused funds would be moved to the Board Reserve. Mr. Dias added that unused funds are moved with the approval of the Board.
Mr. Robertson explained that the project contingencies are contingencies built within each project, separate from board reserve, therefore the $3.3 million board reserve plus the project contingencies equal a total of $7.2 million.
Mr. Robertson said that the District may hold a Bond Budget update at the end of June or in August.
b) Update on the 2021-22 2nd Interim Budget for Measure T Bond Program
Ms. Szallos shared the 2021-22 Actuals Report as of March 31, 2022. Ms. Szallos added that both the District’s financial system and the Bond’s Account-Ability system are reconciled. Ms. Szallos said that the report shows the total expenditures of all funds combined (Fund 01, Fund 21 and Fund 25) equal to $176.5 million. Ms. Szallos said that the total revenues in Measure T – Fund 21 is $666,757 and expenditures $34.5 million as of March 31, 2022.
Ms. Szallos shared the Account-Ability report, Consolidated Projected Cost Report as of March 31, 2022 and said that the total budget was $214.3 million and total spent was $176.5 million.
Ms. Szallos shared the financial reports from the District’s financial system as supporting documents for the Measure T Bond Fund Income and Expenses Summary spreadsheet.
4.5 Discuss plans/timelines for solicitation of 5 new committee members to replace those who have served for three (3) consecutive 2-year terms
Ms. Aquino-Dichoso shared the handout of the Measure T Citizen’s Bond Oversight Committee members, which included the position, term expiration dates and representation of each member. The handout showed that four members’ third year term expire on June 30, 2022.
Ms. Aquino-Dichoso asked the committee if they would like the District to begin the recruitment process and include them for board approval in June, 2022.
Ms. Aquino-Dichoso said that, per legal opinion, the committee will continue to exist until all the Measure T funds are expended and the final audit report is presented, therefore, the new members would likely serve a two-year term.
Ms. Aquino-Dichoso added that the District may be adding a new bond in the November ballot. Dr. Baker added that the District has until August 2022 to let the County know if the District would add the bond on the November ballot.
Mr. Robertson suggested that if the new bond passes perhaps the Measure T committee members’ whose terms expire in June, 2022, are able to serve on the new bond committee.
Ms. Aquino-Dichoso said that the District may reduce the minimum committee members to seven, from nine, if the District has difficulty recruiting new members.
Mr. Bolander said that the District should advertise and recruit for the five new members, with the recruitment of at least three members. Ms. Panos agreed. Mr. Landers added that the recruitment must take place as members’ terms will expire and must be replaced and added that if the new bond passes in November then there is a possibility that members whose term expired may serve on the new committee, depending on legal opinion.
Mr. Bolander asked what is the amount of the new bond? Mr. Robertson responded that the bond amount is $298 million, with a possibility of up to $28 million from the State in reimbursements for projects that were prepaid by the bond.
4.6 Discuss future meeting dates and items on the agenda
The next meeting will take place on Thursday, June 23, 2022 at 6:00 pm.
An item on the agenda would be to vote a new chair and vice chair.
Mr. Landers said he would like to add the communications plan and outreach to the community of the success of Measure T Bond. Mr. Robertson said that the Bond team is working on a community appreciation mailer and hope to have it approved in June.
