RCSD Strategic Resource Alignment

Redwood City School District (RCSD) is launching RCSD Strategic Resource Alignment: Responsible Planning for a Sustainable Future to ensure stability and strength in the face of ongoing fiscal challenges. 

This is the third consecutive year of reductions—but it is also the first year of a more forward-looking strategy. Through RCSD Strategic Resource Alignment, we will engage our community in a transparent and collaborative process to chart a sustainable path forward. Together, we will plan wisely, act responsibly, and protect the future of public education in Redwood City.

Why do we need to do this?

Redwood City School District (RCSD) has long been defined by its commitment to excellence, equity, and innovation. Over the past three years, the district has navigated a series of difficult budget reductions—first in response to the expiration of temporary COVID relief funds, and now due to a more lasting fiscal reality.

The 2025–26 school year marks a turning point. With pandemic funding now gone and enrollment continuing to decline, RCSD is facing structural challenges that can no longer be addressed through short-term adjustments. Demographers project a loss of more than 1,000 students by 2033–34, and while RCSD is a community-funded district—funded primarily through local property taxes—revenues are not rising fast enough to keep pace with the growing costs of student services, operational needs, and employee compensation. Without a stable, ongoing supplemental revenue source, budget reductions will remain an annual necessity, further straining programs and services.

At the same time, the district continues to support more programs and services than a smaller student population can sustain. This situation demands thoughtful, long-range planning to ensure that RCSD remains strong, stable, and focused on what matters most: student success.

To meet this moment, the district is launching RCSD Strategic Resource Alignment: Responsible Planning for a Sustainable Future. This is not simply about cutting costs—it is about proactively realigning resources to preserve our most vital priorities, plan responsibly, and ensure every dollar is used to benefit students.

The 2025–26 budget reflects this focus and includes several key commitments:

  • Protecting core instructional programs so all students benefit from high-quality teaching and learning,
     
  • Maintaining investments in support services to address the diverse needs of students—academic, social-emotional, and behavioral,
     
  • Keeping facilities safe, functional, and welcoming, and
     
  • Offering competitive compensation to retain and attract the excellent educators and staff who power our schools.

How will I know what's going on?

This page on the RCSD website will serve as the primary hub for updates, resources, and community feedback throughout this process, culminating in a comprehensive proposal presented to the Board of Trustees for final approval.

RCSD Strategic Resource Alignment Updates

Jan. 14, 2026: Board Study Session

The Board of Trustees held a Study Session on January 13, 2026, to hear an update on the Strategic Resource Alignment process and review preliminary budget reduction options presented by Superintendent Dr. John Baker.

Nov. 25, 2025: Committee Meeting #3

On November 18, 2025, the committee met for a deeper review of budget pressures and early options for aligning resources across the district. Superintendent Baker walked through preliminary reduction scenarios and opportunities to streamline services. 

Oct. 28, 2025: Committee Meeting #2

On October 14, 2025, the Strategic Resource Alignment Committee held its second meeting to continue reviewing the district’s financial outlook and provide feedback on how resources can best align with district priorities and student needs. Discussion centered on understanding how RCSD funds are structured, the difference between one-time and ongoing expenses, and how enrollment trends influence staffing and budget decisions.

Sept. 19, 2025: Committee Meeting #1

The Redwood City School District (RCSD) Strategic Resource Alignment Committee held its first meeting on September 16. This group of parents and staff is coming together to help review the district’s enrollment and budget realities and provide input on how to align resources to best support students.

Aug. 18, 2025: Committee Application Available

Redwood City School District (RCSD) invites parents, staff, and community members to take an active role by applying to join the committee. The committee will study enrollment projections and the district budget, evaluate potential budget adjustments, and take community input into account. 

The application window closes Friday, August 29, 2025, at 5:00 pm.
