RCSD Emergency Communication Process
Overview of Emergency Preparedness
RCSD prioritizes the safety and well-being of its students, staff, and community. The school district follows the Big 5 Protocol, a standardized emergency response system used by schools and law enforcement agencies throughout San Mateo County to ensure clear, consistent, and effective communication and actions during emergencies.
The Big 5 Protocol includes five key response actions:
- Shelter in Place
- Secure Campus
- Lockdown
- Evacuation
- Drop, Cover, and Hold On
Role of Emergency Communication in the Big 5 Protocol
Each type of Big 5 response action has specific communication protocols:
- Shelter in Place:
- Used for situations such as hazardous materials in the area. It is implemented to isolate students and staff from the outdoor environment and prevent exposure to airborne contaminants or threats posed by wildlife or other environmental hazards.
- Families will be informed of the shelter in place providing them with a brief description of the emergency, how it was handled, and what steps are being taken to ensure the ongoing safety of students and staff. During a shelter in place, students are not dismissed as teaching and learning continues once the school is given the all clear.
- Secure Campus:
- Enacted for potential threats near the school.
- Communication will stress that all students and staff are safe and that no unauthorized individuals are allowed on campus.
- Lockdown:
- Used for immediate threats to safety (e.g., active intruder).
- Families will be alerted with a brief message and instructed to wait for further updates.
- No access to or from the campus will be allowed during a lockdown.
- Evacuation:
- Initiated when students and staff must leave the building for safety.
- Families will be informed of evacuation locations and reunification plans.
- Drop, Cover, and Hold On:
- Used during earthquakes or other scenarios requiring personal protection.
- Families will receive updates once the situation stabilizes.
