2024-25 Measure S Progress

Thanks to the overwhelming support of Redwood City voters, Redwood City School District (RCSD) has made strong progress under Measure S—the second phase of our School Modernization and Construction Program. Measure S funds are being used to repair, upgrade,  modernize school campuses across the district creating safe, sustainable, and inspiring learning environments for all students.

In 2024-25, the district focused on:

Improving Classroom Comfort and Safety

Progress Made in 2024-25

More than 300 classrooms across RCSD now have portable air conditioning units to provide immediate relief from extreme temperatures.

Permanent HVAC systems are being installed at Adelante Selby, Hoover, Roosevelt, and Taft as part of the district’s long-term solution for indoor climate control.

Portable units will remain in place until permanent HVAC is completed across more sites.

  • Additional safety-related improvements include:
     
    • Thermal curtains installed in classrooms to reduce heat and glare from sunlight.
       
    • Blinds and other window treatments added to help regulate classroom temperatures and lighting.

These upgrades support both wellness and academic focus, ensuring all learners have access to a safe, comfortable environment.

Enhancing Lighting and Energy Efficiency

Progress Made in 2024-25

Outdated lighting fixtures are being replaced with energy-efficient LED systems across all campuses.

The lighting retrofit helps the district meet state requirements under Assembly Bill 2208, which bans certain compact fluorescent lamps.

The upgrades are expected to reduce utility use by 52% and save the district $200,000 each year.

Lighting upgrades improve visibility and safety while reducing long-term energy and maintenance costs.

Planning for Equity and Modernization

RCSD launched the Facilities Master Plan (FMP) process to guide long-term facility investments.

The plan includes input from families, educators, and community members across RCSD.

  • Key goals of the plan:
     
    • Ensure equity in facilities across the district.
       
    • Modernize learning environments for today’s instructional needs.
       
    • Prioritize sustainable, responsible use of Measure S funding.
       
    • Maintain full compliance with health, safety, and building codes.
       
  • The Master Plan will inform future phases of modernization efforts.

Lighting upgrades improve visibility and safety while reducing long-term energy and maintenance costs.

Strengthening Communication and Community Engagement

Progress Made in 2024-25

This year, RCSD launched the first phase of its Measure S Strategic Communications Plan with a focus on transparency and community engagement:

  • Launch of School-Specific Bond Blogs: Each school now has its own Measure S Bond Blog, updated monthly with construction progress and key updates.

As construction begins across schools, the district will continue to roll out additional communications strategies as part of its commitment to keeping families and community members informed throughout the bond program.
