REGULAR BOARD MEETING

1.         Call to Order

President Márquez called the Closed Session to order at 5:50 p.m.

 

1.1       Roll Call

Present at the Closed Board meeting: President Cecilia Márquez, Vice-President Janet Lawson; Trustees Mike Wells and Alisa MacAvoy; and Superintendent Baker.

 

Others present during the Closed Board meeting: CBO Rick Edson and Clarissa Canady.

 

Not present at the meeting: Trustee David Weekly

Trustee Weekly officially arrived at the meeting.

President Márquez welcomed those present.

 

6.         Changes to the Agenda

Trustee MacAvoy requested to move agenda item 9, School/Community Reports, to after agenda item 7, Approval of Agenda.

 

7.      Approval of the Agenda

The School Board approved the agenda as amended (Wells, Weekly; 5-0).

Trustee Weekly motioned to move consent item 10.19 to action. Trustee MacAvoy seconded the motion. The School Board approved the additional amendment to the agenda (5-0).

4.2       Report Out on Closed Session from April 19, 2023

The School Board received information from the legal attorney and no action was taken.

 

9.         School/Community Reports

 

9.1       Information on Financial Audit Report for RCSD for 2021-2022 School Year

Nathan Edelman with Eide Bailly, the District’s independent external auditor representative, provided information for the School Board on the 2021-22 financial audit report and performance audits for the 2021-22 Measure T Fund. The scope of the audit of the financial statements is to ensure that the financial statements comply with governmental accounting rules.

 

Trustee Wells thanked Nathan for the audit, and he was happy to see that the findings from last year’s audit were resolved. He thanked the Business Department for their work.

 

Trustee MacAvoy agreed with Trustee Wells's comments. She expressed gratitude towards CBO Rick Edson, the budget team, and the auditors for all of their work.

 

President Márquez also thanked Nathan for the presentation and CBO Rick and the business department for all of their work.

 

Speaker’s Card(s):

 

Chris Robell, a Redwood City resident, expressed his disagreement over using bond funds to pay for salaries relating to bond construction.

 

9.2       Report on School Plans for Student Achievement: Roosevelt and Clifford Schools

Roosevelt Community School and Clifford School administrators Tina Mercer, Shanna Laney, Felicia McMenemy, Veronica Hernandez-Lobos, Wendi Brown, Jude Noyes, Tiffany Parrish, and Stacey Chilton reported to the School Board an update of their school’s School Plan for Student Achievement (SPSA) report. The administrators reported on their goals and actions to improve attendance and reclassification rates, and to demonstrate at least one year’s growth in ELA and Math. Roosevelt and Clifford’s leadership teams both reported on school events, student voice, and parent outreach. Lastly, they shared concluding comments on how the district and School Board can further support the schools in their work for student achievement.

 

The School Board Trustees and Superintendent Baker acknowledged the school leadership teams’ efforts in achieving their school goals and expressed their gratitude to Principals Tina Mercer and Jude Noyes, along with the staff, for all their hard work and dedication.

Dr. Stefanie Baker, Executive Director of the National Urban Alliance for Effective Education (NUA), accompanied by Linda Montes thanked the School Board Trustees and Superintendent Baker for their partnership and work with NUA. She also thanked Principal Jude Noyes and Clifford School for their work with NUA. Dr. Stefanie Baker presented a certificate of achievement for each of the partner teachers and a banner for the school as a token of appreciation for the work with NUA.

8.2       Citizen Presentation on RCSD Bond Program

Redwood City citizen Chris Robell presented to the School Board his personal concerns related to the bond program.

 

The School Board Trustees engaged in a discussion regarding Chris Robell’s concerns.

11.       Action Items

 

10.19   Recommendation re:  Approval of Student Instructional Calendars for 2023-2024 and the RCTA MOU Changes in Work Days

Lillian Rosillo O’Connor expressed to the School Board her concern and opposition to the proposed instructional calendar. Her main concern is that teachers will not have two full days to conference with families. She also expressed discontent over having two additional Professional Days (PD) added to the calendar in August.

 

The School Board and Cabinet members discussed and explained the rationale regarding the change in conference and PD days.

 

The School Board approved the Student Instructional Calendars for 2023-2024 and the RCTA MOU Changes in Work Days (MacAvoy, Wells; 5-0).

11.2     Recommendation re:  Recommendation for Adoption of Mathematics Curriculum Materials, grades K-8

The School Board adopted the Mathematics Curriculum Materials, grades K-8 (Weekly, Wells; 5-0).

The School Board approved the Redwood City School District Transportation Services Plan (MacAvoy, Wells; 5-0).

12.       Board and Superintendent Reports

 

12.1     Report from Board Members and Superintendent

Trustee Weekly reported attending his first meeting with KIPP.

 

Trustee Wells reported attending a Chamber Education Committee meeting. He gave a report regarding the Stanford and RCSD partnership.

 

Trustee MacAvoy reported attending a Board Policy Committee meeting and a few Annual Education Committee meetings. She also virtually met with the LA School Boards Association to discuss climate action. Moreover, Trustee MacAvoy reported that she and President Márquez met with one of their high school district board trustees. Additionally, she attended a community event, with President Márquez, that was put together by Redwood City Together and Silicon Valley SV2.

 

Vice-President Lawson reported attending the Induction Committee meeting.

 

President Márquez reported attending the Redwood City Together event.

 

Superintendent Baker reported attending a meeting with the CBHIP, HIP Program of San Mateo County, which is helping write the grant for the well-being center.

13.1     Quarterly Williams Report, 3rd Quarter, January 2023 through March 2023

No questions or comments.

 

14.       Correspondence

President Márquez reported receiving a few emails. One of the emails received was regarding the Odyssey program.

 

Trustee Wells reported receiving emails regarding transportation services. Additionally, he received an email from a Roosevelt PTA Parent reaching out in regards to the playground funding.

 

Moreover, President Márquez reported receiving an email regarding dyslexia concerns.

 

15.       Other Business/Suggested Items for Future Agenda

Superintendent Baker reminded the School Board regarding the Closed and Study Sessions happening on 4/26/2023.
