President Lawson called the closed session meeting to order at 6:00 p.m. at McKinley Institute of Technology, 400 Duane Street, Redwood City.

Closed Session Item 3.1: President Lawson reported that the School Board received an update on RCTA negotiations and no action was taken.

  1. Changes to the Agenda

Trustee McBride requested that all Discussion Items be moved subsequent to Action Item 14.1.

Trustee McBride opined that having a discussion on Action 14.1 was premature and felt as if the processed was being rushed. Trustee McBride added that the School District had not heard comments, concerns or questions from the community. 

In response to Trustee McBride’s concern, Superintendent Baker expressed that he had received direction from Counsel. Superintendent Baker added that Counsel had recommended that the School Board have a discussion and then proceed with an approval. 

All School Board members agreed on keeping 14.1 as an Action Item. Action 14.1 was placed subsequent to Bond Program Action Items.

President Lawson requested to move Consent Items 13.12 to Action. 

  1. Approval of Agenda

The board approved the agenda as amended, (MacAvoy, Díaz-Slocum; 5-0).

  1. Oral Communication

Nelson Brasil, staff member from Rocketship Redwood City Prep, addressed the School Board and Superintendent Baker by expressing that he would like for Rocketship Redwood City Prep to remain as one campus, instead of being split in two. Ms. Brasil commented that sharing the campus with Kennedy Middle School has been challenging and not fair to both Rocketship and Kennedy. Mr. Brasil urged the School Board and Superintendent Baker to consider having Rocketship Redwood City Prep in one campus. 

Elisa Kritz, 3rd and 4th grade teacher at Rocketship Redwood City Prep, addressed the School Board by stating that a split campus is not an ideal situation for parents and staff. Ms. Kritz added that a splis campus affects students’ educational negatively. Ms. Kritz asked the School Board and Superintendent Baker to consider having Rocketship Redwood City Prep in one campus. 

Jessica Huizar, 3rd grade teacher at Rocketship Redwood City Prep, commented that a split campus is challenging for families and staff. Ms. Huizar urged the School Board and Superintendent Baker to place Rocketship Redwood City Prep on one campus. 

Erika García, 2nd year Specialist at Rocketship Redwood City Prep, expressed that it has been an inconvenience to families and staff to operate in two different campuses. Ms. García urged the School Board and Superintendent Baker to place Rocketship Redwood City Prep on one campus. 

Marie Alvarado-Gil, Rockethip-Bay Area Regional Director, addressed the School Board and Superintendent Baker by stating that she would like to negotiate having Rocketship Redwood City Prep on one campus. 

Alma Rubio, RCSD parent, addressed the School Board and Superintendent Baker by informing them about a particular incident that occurred in their daughter’s Special Day Classroom. Ms. Rubio further added that Director of Special Education Patricia Pelino had offered a new site as an alternative option to the family; however, the new school site has not been a positive fit for their daughter. Ms. Rubio urged the School Board and Superintendent Baker to listen to her concerns. 

Juan Torres, husband to Ms. Alma Rubio and parent at RCSD, addressed the School Board with the same concerns as his wife. Mr. Torres urged the School Board, Superintendent Baker and Director of Special Education Patricia Pelino to convene and resolve the aforementioned matter. 

  1. School/Community Reports

9.1 Update on the Development of the 2020-23 LCAP

Assistant Superintendent Linda Montes addressed the School Board and Superintendent Baker with highlights on the updating process of the 2020-23 LCAP. Assistant Superintendent Montes commented that the LCAP Committee will continue to review goals and budget expenditures, review Title I parent policies, and determine data preliminary priorities for 2020-23 goals.

The School Board and Superintendent Baker thanked Assistant Superintendent Linda Montes for all her hard work and leadership on the development of the 2020-23 LCAP report.

14.1 Recomemndation re: Discussion and Approval of Transition to a Basic Aid District and Effect on Interdistrict Transfers – attachment

Speaker’s Cards:

Mark Dixon, parent at North Star Academy, expressed that his son is an interdistrict transfer student and would like for an opportunity to have his sister join him at NSA.

Aaron Samson, parent at North Star Academy, commented that he feels that he and his family have joined the North Star Academy family. Mr. Samson expressed his support for keeping interdistrict siblings together. 

Sara Shackel, Principal at North Star Academy, urged the School Board and Superintendent Baker to accept out of district transfer siblings. Ms. Shackel commented that she has been encouraging out of district students to apply for the North Star Academy program. 

Gary Ling, parent at North Star Academy, stated that all families attending North Star Academy are extremely proud of their community. Mr. Ling commented that his daughter passed the entrance exam and is saddened to have to inform her that she might not qualify to attend after all. Mr. Ling urged the School Board and Superintendent Baker to accept siblings of interdistrict transfer students.

Jing Huang, parent at North Star Academy, commented that their family is happy to be part of the North Star Academy community. Mr. Huang stated that he makes donations to the school and is an active member of the NSA community. Mr. Huang urged the School Board and Superintendent Baker to continue accepting siblings of interdistrict transfer students. 

Jean Watanabe, parent at Mandarin Immersion Program, thanked the School Board and Superintendent Baker for delivering quality education in Redwood City. Ms. Watanabe commented that the Mandarin Immersion Program has been running for 5 years and it has had an opportunity to flourish thanks to the support of the School Board and the Administration. Ms. Watanabe commented that since the beginning of the Mandarin Immersion Program, the program has accepted out of district students. Ms. Watanabe further added that prohibiting out of district students to join the Mandarin Immersion Program would be detrimental to the continuity and success of the program. Ms. Watanabe urged the School Board and Superintendent Baker to accept interdistrict transfer students.

Amy Huang, parent at the Mandarin Immersion Program, commented that the Mandarin Immersion Program community is growing. Ms. Huang added that the program has faced many challenges, but due to a strong and unified community, they have been able to keep the program thriving. Ms. Huang urged the School Board and Superintendent Baker to accept interdistrict transfer students. 

Filip Paun, parent at Mandarin Immersion Program, expressed desire for the Redwood City School District to continue accepting interdistrict transfer students and their siblings. 

Julia Feng, parent at Mandarin Immersion Program, stated that Mandarin Immersion Program parents have a lot of passion for the program and are willing to invest their time to certify the long-term success of the program. Ms. Feng encouraged the School Board and Superintendent Baker to continue accepting interdistrict transfer students in order to continue with the Mandarin Immersion Program in the Redwood City School District. 

Hester Chan, parent at Mandarin Immersion Program, addressed the School Board and Superintendent Baker about the importance of the Mandarin Immersion Program. Mr. Chan expressed that parents have developed a strong and diverse community and would like for the program to continue growing strong. 

Sara Rutherford, parent at Mandarin Immersion Program, expressed that she enrolled her children in the Mandarin Immersion Program and is excited to be part of such a wonderful community. Ms. Rutherford added that her children have already established stability. Ms. Rutherford stated that the continuation of the program would mean attracting and retaining quality teachers. Ms. Rutherford asked the School Board and Superintendent Baker to accept interdistrict transfer students. 

Jessica Tsang, parent at Mandarin Immersion Program, commented that she is delighted that her children have an opportunity to speak Mandarin. Ms. Tsang, stated that intedistrict transfer students are vital for the program to continue its success.

Pauline Wong, parent at Mandarin Immersion Program, expressed that she would like for the School Board and Superintendent Baker to allow interdistrict transfer students to be part of the Mandarin Immersion Program. 

Sophie Zugnoni, parent at Mandarin Immersion Program, commented that she would like for her children to be trilingual. Ms. Zugnoni encouraged the School Board and Superintendent Baker to continue accepting interdistrict transfer students. 

Paul Zugnoni, parent at Mandarin Immersion Program, attested to the success of individuals who speak more than one language. Mr. Zugnoni expressed that he would like for his children to be trilingual and have a vast selection of job opportunities in the future. 

Chrisitna Hsu, parent at the Mandarin Immersion Program, stated that she would like for the Redwood City School District to continue accepting interdistrict transfer students. Ms. Hsu added that the program has wonderful and highly-qualified teachers. Ms. Hsu added that the Mandarin Immersion Program has become a tight-knit community looking for the best academic goals and success of their children. 

Rujeko Nyachoto, parent at the Mandarin Immersion Program, expressed that disallowing interdistrict transfer students to be part of the Mandarin Immersion Program would put the program in jeopardy. Ms. Nyachoto expressed that many families in the Mandarin Immersion Program came from a private school. Ms. Nyachoto encouraged the School Board and Superintendent Baker to continue accepting interdistrict transfer students.

Jonas Barbour, Principal at Oceana in Pacifica, expressed that if interdistrict transfer students are no longer allowed in the program, they wouldn’t come back to Redwood City. Mr. Barbour urged the School Board and Superintendent Baker to continue accepting interdistrict transfer students.

Meghan O’Reilly-Green, parent at Mandarin Immersion Program, addressed the School Board and Superintendent Baker by stating that many families are moving from different countries, states and cities to be part of the program. Ms. O’Reilly-Green expressed that the diversity of the program is what weighed in its success. Ms. O’Reilly-Green encouraged the School Board and Superintendent Baker to accept interdistrict transfer students. 

Phat Quach, parent at Mandarin Immersion Program, voiced his support of the interdistrict transfer policy for the sustainability of the program. Mr. Quach expressed that his children learning Mandarin connects them to their heritage. 

The School Board took a break at 9:03pm.

The School Board reconvened at 9:13pm. 

Ashutosh Sawarkar, parent at Mandarin Immersion Program, commented that they would like to be part of the Mandarin Immersion Program community, as they have met families that are extremely passionate about the program. 

Maxine Cheung, parent at Mandarin Immersion Program, expressed that she has children attending the Mandarin Immersion Program and feels honored that they’re part of the program. Ms. Cheung commented that her children do not speak Mandarin, but her daughter has learned tremendously during her time in the program. Ms. Cheung urged the School Board and Superintendent Baker to continue accepting interdistrict transfer students. 

Nancy Guan, parent at Mandarin Immersion Program, expressed that she has found the Mandarin Immersion Program to be an extremely beneficial program to her family. Ms. Guan added that after joining the program, her son has been able to speak Mandarin to her. Ms. Guan commented that she and her family moved to Redwood City from Seattle, specifically to join the Mandarin Immersion Program. Ms. Guan urged the School Board and Superintendent Baker to continue accepting interdistrict transfer students.

Sheil Kee, parent at Mandarin Immersion Program, expressed her concern about the removal of the interdistrict transfer students. Ms. Kee added that removing interdistrict transfer students from the program would hinder its development. Ms. Kee commented that parents in the Mandarin Immersion Program volunteer regularly and are quite generous. Ms. Kee stated that parent involvement is crucial for the development and growth of the program.

Katherine Stuart, parent at Mandarin Immersion Program, addressed the School Board by stating the importance of the program to the Mandarin Immersion Program community. Ms. Stuart expressed that interdistrict transfer families have kept the Mandarin Immersion Program active and are a crucial part of the program. Ms. Stuart urged the School District to continue accepting interdistrict transfer students.

Nicolas Prade, parent at Mandarin Immersion Program, commented that she and her family purchased a house in the Roy Cloud zone. Ms. Prade moved to Redwood City to have her children attend the Mandarin Immersion Program and expressed joy in becoming part of such a wonderful community. Ms. Prade urged the School Board and Superintendent Baker to continue accepting interdistrict transfer students. 

Diane Cheng, parent at Mandarin Immersion Program, addressed the School Board and Superintendent Baker by reading two letters from teachers. Ms. Cheng expressed that her children are learning the language, learning about their culture, and other students’ background. Ms. Cheng urged the School Board to continue accepting interdistrict transfer students.

Rebecca Dupree, parent at Mandarin Immersion Program, commented that she has two children currently attending the Mandarin Immersion Program. Ms. Dupree expressed that she and her family moved from southern California specifically so her children could attend the Mandarin Immersion Program. Ms. Dupree stated that the Mandarin Immersion Program has been a wonderful community to her and her children and would love to see the School District continuing to accept interdistrict transfer students. 

Matt Leroi, parent at Mandarin Immersion Program, expressed that he grew up in a diverse community and his wife is a Thai refugee. Mr. Leroi commented that he and his wife moved from San Francisco to San Carlos and have worked hard to instill in their son the importance of diversity. Mr. Leroi stated his desire to remain a part of the Mandarin Immersion Program community. 

Jessica Osaki, parent at Mandarin Immersion Program, urged the School Board and Superintendent Baker to continue accepting interdistrict transfer students. 

Barry Rafferty, parent at Mandarin Immersion Program, expressed that the Mandarin Immersion Program is a valuable program in Redwood City. Mr. Rafferty urged the School Board and Superintendent Baker to continue accepting interdistrict transfer students. 

Ana Gplibovski, parent at North Star Academy, urged the School Board to continue accepting interdistrict transfer students. Ms. Gplibovski expressed that disallowing interdistrict transfer students would jeopardize the program. 

Nicolas Lidzborski, parent at North Star Academy, expressed being very involved in the program. Mr. Lidzborski encouraged the School Board and Superintendent Baker to continue accepting interdistrict transfer students. 

Andrew Bunner, parent at Mandarin Immersion Program, commented that he and his family love the Mandarin Immersion Program. Mr. Bunner expressed that his children grew up speaking English and Mandarin and added that there is desirable demand for the program. Mr. Bunner stated that it would be a shame to break up the program. 

Renata Naoumov, parent at North Star Academy, commented that her child is thriving at North Star Academy. Ms. Naoumov expressed that her daughter has finally found a place and a community where she fits. Ms. Naoumov encouraged the School Board and Superintendent Baker to continue accepting interdistrict transfer students. 

Andreas Benjamin, parent at North Star Academy and McKinley Institute of Technology, addressed the School Board and Superintendent Baker by thanking them for their support. Mr. Benjamin commented that his son is an interdistrict transfer students from San Francisco and understands there is a long waitlist. Mr. Benjamin expressed he would love to see the School District continuing to accept interdistrict transfer students. 

Cathy Yu, parent at Mandarin Immersion Program, commented that she is happy to be part of such a great program and community. Ms. Yu expressed that her family’s experience has been wonderful! Ms. Yu added that she and her family are drawn to the enrichment of the program and the support the program receives from the Redwood City School District administrative leadership. Ms. Yu commented that she would like for the School District to continue accepting interdistrict transfer students. 

Richard Pon, parent at Mandarin Immersion Program, commented that his daughter loves her friends in the Mandarin Immersion Program. Mr. Pon expressed disappointment at knowing that some of his daughter’s friends will no longer be attending the Mandarin Immersion Program due to an interdistrict transfer. Mr. Pon encouraged the School District to continue accepting interdistrict transfer students. 

Rupert Yit, parent at Mandarin Immersion Program, expressed that he is proud that his son is able to speak Mandarin. Mr. Yit commented that he and his family were drawn to the program for its diversity and tight-knit community. Mr. Yit encouraged the School District to continue accepting interdistrict transfer students.

Irayda Gutiérrez, parent at Mandarin Immersion Program, expressed that her daughter has experienced the opportunity and benefit of learning a new language. Ms. Gutiérrez commented that she is happy that her daughter is learning a new language. Ms. Gutiérrez expressed that she would love for her daughter to continue being part of the program and urged the School Board and Superintendent Baker to continue accepting interdistrict transfer students. 

Alan Tidwell, parent at North Star Academy and Mandarin Immersion Program, commented that the Mandarin Immersion Program community has embraced his family. Mr. Tidwell opined that disallowing interdistrict transfer students would mean that students would move to a different school district and RCSD would lose funding. Mr. Tidwell encouraged the School District to continue accepting interdistrict transfer students. 

Ashley Gunther, parent at North Star Academy, commented that there are currently four students in the waitlist. Ms. Gunther asked the School Board and Superintendent Baker to consider granting space to the current students on the waitlist.

Jill Melosh, parent at North Star Academy, Mandarin Immersion Program, and Kennedy Middle School, commented that there are many families passionate about the Mandarin Immersion Program. Ms. Melosh expressed that her children love to go to school! Ms. Melosh urged the School District to continue accepting interdistrict transfer students. 

Robin Hayes, RCSD parent, commented that it is important for the School Board and Superintendent Baker to address the kindergarten waitlist for the Mandarin Immersion Program. Ms. Hayes expressed that if these students’ families do not receive a response soon, they might choose to go somewhere else. 

Rob Hager, parent at North Star Academy, expressed that he would like for interdistrict transfer students to remain part of the programs at North Star Academy and the Mandarin Immersion Program. 

The School Board and Superintendent Baker thanked the parent community and staff for speaking on behalf of the interdistrict transfer students.

Superintendent Baker expressed that the current interdistrict transfer students would remain in the program and would be grandfathered in, in order to remain in the program years after. 

The School Board voted to approve grandfathering in current interdistrict transfer students (Díaz-Slocum, McBride; 5-0).

Furthermore, the School Board voted to approve allowing children of employees to attend the Redwood City School District (Díaz-Slocum, McBride; 5-0).

Superintendent Baker stated that children of employees in the greater Redwood City community with interdistrict transfers would need to be taken on a case by case. The School Board and Superintendent Baker did not vote on this specific item. 

It was recommended to not accept students that require Special Education services, served by neighboring school districts, those requesting an interdistrict transfers (McBride, Díaz-Slocum; 5-0).

12.1. Discussion on Resolution in Support of Schools and Communities First Ballot Measure

Trustee MacAvoy commented that the School Board and Superintendent Baker would have a discussion on Resolution in Support of Schools and Communities First Ballot Measure at a future board meeting. Trustee MacAvoy added that Chief Business Official is still working on this particular item and it would be best to start a discussion at a later time. 

12.2 Discussion of Revisions to Board Policy and Administration Regulations 1312.3 – Uniform Complaint Procedures

Assistant Superintendent Linda Montes commented that the Policy Committee convened to review, discuss and make changes to the five aforementioned policies. Assistant Superintendent Montes expressed that all five policies would be presented at the next board meeting for final approval.

13.12 Recommendation re: Approval of Agreement between Redwood City School District and Evalgroup for a Speech and Language Pathologist (SLP) for the 2019-20 School Year

Josephina Pérez had submitted a speaker’s card to speak to the School Board and Superintendent Baker about this agenda item; however, Ms. Pérez had already left the board meeting at the time this agenda item was discussed.

15.1 Report from Board Members and Superintendent

Trustee McBride reported attending a Bond Program meeting and also visited Clifford School. Trustee McBride also reported attending the 17th District PTA Luncheon. Furthermore, Trustee McBride attended a couple of North Star Academy Forward meetings, a meeting on the Workforce Housing Project, and three Ribbon Cutting Ceremonies. Trustee McBride expressed that Superintendent Baker had done a wonderful job during the Ribbon Cutting Ceremonies. 

Trustee Márquez reported attending a Superintendent’s Advisory Council Meeting and a North Star Academy Forward meeting.

Trustee Díaz-Slocum reported speaking to parents from Clifford School, Hoover Community School, Taft Community School, and Garfield Community School. 

Vice-President MacAvoy reported attending the Sodexo Future Chef Competition. Vice-President MacAvoy commented that it is always great and exciting to attend the Sodexo Future Chef Competition. Furthermore, Vice-President MacAvoy attended a meeting with The Sobrato Foundation, attended an LCAP Committee meeting, and also attended the Orion and Mandarin Immersion New Year’s celebration.

President Lawson reported attending a few Bond Program meetings, an LCAP Committee meeting, and a Ribbon Cutting Ceremony. 

Superintendent Baker reported attending many of the same events as the School Board Members.

There were no comments and/or questions from the School Board or Superintendent Baker.

16.2 San Mateo County Office of Education Review of RCSD First Interim Financial Report for Fiscal Year 2019-20

There were no comments and/or questions from the School Board or Superintendent Baker.

President Lawson reported receiving a letter regarding the 2020 Census. 

  1. Other Business/Suggested Items for Future Agenda

Trustee McBride addressed the approval of field trips. Trustee McBride commented that he was unable to find School Board policy, which stated that School Board members were required to approve school field trips. 

In response to Trustee McBride’s comment, Superintendent Baker expressed that for future reference, all field trips will now be approved only by the Superintendent and not the School Board. 

Miracle Baseball will present at the School Board meeting of March 11th

Vice-President MacAvoy requested that the Communities First Ballot Measure Resolution in June.
