REGULAR BOARD MEETING VIA TELECONFERENCE

1.         Call to Order  

 

President MacAvoy called the regular board meeting to order at 7:01 p.m. via Zoom Teleconference Meeting. 

 

Present at the Regular Board Meeting: President Alisa MacAvoy, Vice-President María Díaz-Slocum; Trustees Cecilia I. Márquez, Janet Lawson and Mike Wells; and Superintendent Baker.

President MacAvoy welcomed those present.  The School Board dispensed with the Pledge of Allegiance.

3.         Changes to the Agenda

 

Trustee Wells requested to move Action Item 11.7 to Consent.

The board approved the agenda as amended, (Wells, Díaz-Slocum; 5-0).

 

5.         Oral Communication

 

Hayley Dupuy, Connect Community Charter School Principal, addressed the School Board by introducing herself as the new Director of Educational Services.  Ms. Dupuy expressed that Connect Community Charter School has created an inclusive environment where students receive advisory periods and social/emotional support.  Ms. Dupuy mentioned that the Connect Community Charter School is ecstatic to launch this new project!   

 

6.         School/Community Reports  

 

6.1     Bond Program Update

 

Will Robertson, RCSD Measure T Bond Program Manager, provided the School Board and Superintendent Baker with a picture slide show of the construction progress made at the school sites.

 

6.2   Measure T Ribbon Cutting: Adelante Selby Spanish Immersion School

 

The School Board and Superintendent Baker were presented with a video showcasing the culmination of the grand opening of the Adelante Selby Spanish Immersion School construction and modernization project.  The video featured appearances from Adelante Selby students, administration, staff, and neighbors who thanked the voters for the improvement of their school. 

 

The School Board and Superintendent Baker thanked the Bond Program Team and the Adelante Selby Spanish Immersion School community for their hard work and their commitment to the beautification of their school.

9.         Discussion Items

 

9.1    Discussion on Reopening Plan for the 2021-22 School Year

 

Superintendent Baker, Deputy Superintendent Wendy Kelly, and Assistant Superintendent Liz Wolfe, provided the School Board with an overview of the health and safety protocols at the Redwood City School District for in-person instruction.

 

Deputy Superintendent Kelly expressed that the Redwood City School District has been following protocol from the San Mateo County Office of Education based on the Pandemic Recovery Framework aligned to the San Mateo County Health Department, California Department of Public Health, and Centers for Disease Control and Prevention.  Deputy Superintendent Kelly added that all students and staff must wear face coverings indoor, but it is optional outdoors.  Furthermore, physical distancing will not be needed in classrooms due to other mitigation practices, such as face coverings. 

 

Deputy Superintendent Kelly commented that all students and staff must stay home when experiencing Covid-19 symptoms.  The Redwood City School District will continue to send daily wellness surveys for both students and staff, in addition to the administration of Covid-19 testing. 

 

Deputy Superintendent Kelly added that the Facilities Department has trained custodians and other facilities/maintenance staff on the latest Covid-19 protocols.  PPE is in stock at sites.  Furthermore, play structures will be cleaned once per day and the end of which school day.  Classrooms are cleaned on an A/B schedule; however, the daily spraying continues with the Electrostatic sprayer, as needed.  Office and public spaces are disinfected throughout the day, as needed. 

 

Assistant Superintendent Wolfe provided an overview of the Independent Study program offered to families who are opting out of in-person learning. 

 

Speaker’s Cards:

 

Catherine Stuart, Mandarin Immersion Program parent, expressed her son will be a third grade student at North Star Academy and would like to have access to as many online applications for curriculum, as possible.  Ms. Stuart further added that she would like for her son to have access to materials being used by North Star Academy students to ensure he could jump right into the North Star Academy curriculum with no problems when he returns for in-person learning.  Ms. Stuart reiterated that her son will be back to in-person learning when there is a vaccine available.  Ms. Stuart thanked the Bond Program for a wonderful presentation on the completed construction projects throughout the School District. 

 

Marybelle Ang, parent at RCSD, addressed the School Board and Superintendent Baker by asking if the School District has considered other alternatives to maximize social distancing due to the Delta variant?  

 

In response to Ms. Ang’s comment, Superintendent Baker commented that the School District has been following the safety and hygiene protocols advised by the San Mateo County Health Department and the Centers for Disease Control and Prevention.  Superintendent Baker added that administration has been in close communication with principals and assistant principals to have students eat outside as often as possible.  Students will be socially distanced; however, the safest barrier against Covid, is for students and teachers to continue masking while in their classrooms. 

 

The School Board thanked administration for their presentations and all of their work on the safety protocols at the School District, in addition to the Independent Study program offered to families.

Deputy Superintendent Kelly reviewed and discussed the aforementioned policies with the School Board, as they were presented as a first reading.  Deputy Superintendent Kelly expressed that these policies would be presented for approval at the following board meeting.

12.      Board and Superintendent Reports

 

12.1  Report from Board Members and Superintendent

 

Trustee Márquez reported visiting all Summer School sites.  Trustee Márquez commented it had been great to see all students in action and it was wonderful to know so many more students will be participating in in-person learning.

 

Trustee Wells reported visiting Summer School sites and expressed that it was exciting seeing many students returning to in-person instruction.  Trustee Wells commented he saw students working collaboratively and all students seemed engaged. 

 

Trustee Lawson reported visiting Summer School sites and expressed that it had been fun to see students in school as well as working on their summer projects.  Trustee Lawson added that it had been wonderful to see so many students from different school sites coming together.  Trustee Lawson thanked Assistant Superintendent Liz Wolfe and Superintendent Baker for organizing the Summer School program.  Trustee Lawson further added that the summer school curriculum sent to the School Board was fantastic! 

 

In response to Trustee Lawson’s comments, Assistant Superintendent Wolfe commented that Michelle Griffith, Director of Community Schools and Partnerships and Susana García Fernández, Assistant Principal at Roosevelt School, had been instrumental in the success of the program.    

 

Vice-President Díaz-Slocum echoed the comments of her fellow board members.  Vice-President Díaz-Slocum commented that she spoke to a few students about summer school and they recommended it over the previous years.  Vice-President Díaz-Slocum congratulated administration for a great summer school program. 

 

President MacAvoy reported attending a few meetings in the month of July and commented that she met with the Safe Routes to School team a few times.  Furthermore, President MacAvoy also attended a few Workforce Housing meetings, in addition to Board Policy meetings.   

 

Superintendent Baker reported that all school sites administrators are back on campus and also attended 3-day Administrative Advance sessions.  Superintendent Baker commented that Assistant Superintendent Wolfe and the Staff Development team organized a professional development for staff.  Furthermore, Superintendent Baker added that Administration would be meeting with 87 teachers virtually.
